ROXAS, ISABELA — September 14, 2026 — Isabela State University–Roxas Campus formally launched its kick-off program for the 126th Philippine Civil Service Anniversary (PCSA) at Rang-ayan, Roxas, Isabela, marking the beginning of the month-long celebration under the theme “Puso, Dangal, at Galing Para sa Bayan” (Heart, Honor, and Excellence for the Country).

The celebration brought together faculty, staff, and campus officials in a collective reaffirmation of their commitment to excellence, integrity, patriotism, and dedicated public service. The activity was organized in observance of the Civil Service Anniversary and carried the official hashtags #PCSA2026 and #PCSA126, aligning the campus with the nationwide commemoration.

The program opened with a solemn prayer, followed by the Civil Service Commission Hymn and the Panunumpa ng Lingkod Bayan (Oath of the Public Servant) presented through audio-visual presentations. These opening activities set a dignified tone for the celebration and highlighted the values and responsibilities of every public servant.

Ms. Glory Mae A. Domingo, Human Resource Management Officer I, delivered the welcome remarks, emphasizing the anniversary as an opportunity for government workers to reflect on the values of public service and renew their commitment to serving the University and the Filipino people.

Commitment messages from Office Heads and Campus Directors followed, culminating in the message of Atty. Romano P. Cammayo, DPA, Campus Administrator. In his address, Atty. Cammayo underscored the importance of embodying the anniversary theme through genuine compassion, unwavering integrity, and consistent excellence in the performance of public duties. He encouraged all personnel to ensure that their daily work contributes meaningfully to the welfare of the University and the communities it serves.

A symbolic Commitment Wall Signing followed, where campus officials, faculty, and staff affixed their signatures as a public pledge to uphold the principles and highest standards of civil service. The activity concluded with a photo opportunity capturing the collective commitment of the ISU Roxas Campus community.

The celebration also reflected the University’s continuing commitment to the Sustainable Development Goals (SDGs), particularly SDG 16: Peace, Justice and Strong Institutions, through the promotion of accountable, ethical, inclusive, and effective institutional service. By strengthening a culture of integrity and responsibility among its personnel, ISU Roxas Campus contributes to building a more responsive and people-centered public institution.

Consistent with the University’s SmartGreen University advocacy, the celebration likewise reinforces the importance of responsible institutional practices and sustainability in the delivery of public service. Ms. Ivy Camille M. Gan, President of NASA, delivered the closing remarks, expressing appreciation to everyone who participated in the kick-off program. She encouraged the University community to actively participate in the succeeding PCSA activities and challenged everyone to translate the theme into meaningful action by demonstrating heart, honor, and excellence in every service rendered to the nation.
