The Extension Program articulates the social relevance and conscience of Isabela State University (ISU) as a facilitator of countryside development. The Extension Team anchors its efforts on communities, working to uplift their living conditions by realizing the full potential of every person it serves and by harnessing the capabilities of rural communities to effectively and efficiently utilize their available resources.
To make extension services more functional and relevant, the University primarily reaches out to the poorest local government units (LGUs) and rural communities, helping them build their capabilities toward self-reliance and empowerment. The University also aims to develop effective extension modalities and strategies, with strong emphasis on social mobilization and the development of viable science and technology (S&T)-based and rural enterprises.
The University Extension Program is implemented in consonance with the Agriculture and Fisheries Modernization Act (AFMA) of 1997, the Department of Agriculture–Agricultural Training Institute (DA-ATI) guidelines for the National Extension System for Agriculture and Fisheries (NESAF), CHED’s National Higher Education Research Agenda (NHERA), PCARRD’s Technology Management, Promotion and Commercialization Enhancement Program, and the NEDA Regional Extension Agenda.
Program Thrusts and Agenda
The University’s extension initiatives are organized into major programs that address community development, education, local government capacity building, social welfare, gender and development, and agricultural and fishery extension innovation.
The Adopt-A-Barangay Volunteerism Program focuses on strengthening communities through capacity building, livelihood development, social mobilization, food security, health and nutrition, environmental sustainability, and other community-based interventions.

The Adopt-A-School Program provides extension support to schools through educational interventions, capacity building, and activities that contribute to the academic and personal development of learners and teachers.

Scaling Up Agriculture and Fishery Extension (AFE) Innovations represents a new direction and agenda in extension, focusing on the development of new extension modalities, methodologies, and approaches that are responsive to changing extension contexts.
This direction shall be implemented by the University in close partnership with the Department of Agriculture–Agricultural Training Institute (DA-ATI) Region 02.
