On September 5, 2025, the College of Criminal Justice Education of Isabela State University–Roxas conducted the Skills and Advance Program (SAP) for Barangay Public Safety Officers (BPSOs) of Barangay San Rafael and Barangay San Antonio, Roxas, Isabela. The activity aimed to strengthen the competencies of BPSOs by providing them with relevant knowledge and skills needed to effectively perform their roles in maintaining peace and order within their communities.
The program was held in two sessions: the morning session at Barangay San Rafael and the afternoon session at Barangay San Antonio. It featured discussions and training components on: (1) an introduction to the Skills and Advance Program of the BPSO; (2) the roles of BPSOs in promoting peace and order; and (3) a lecture on Republic Act 9344, the Juvenile Justice and Welfare Act of 2006. These sessions were facilitated by faculty members of the College of Criminal Justice Education, in collaboration with barangay officials.
The event also provided an opportunity for open dialogue through a forum where BPSOs raised concerns, shared experiences, and clarified their responsibilities in community safety and development. Certificates of participation and plaques of appreciation were awarded to acknowledge the active involvement of participants and the support of barangay officials.
This initiative reflects Isabela State University’s continuing commitment to contribute to the United Nations Sustainable Development Goals (SDGs), particularly SDG 16: Peace, Justice, and Strong Institutions, by strengthening local capacities for community-based peacekeeping; SDG 11: Sustainable Cities and Communities, through the empowerment of grassroots safety officers; and SDG 17: Partnerships for the Goals, by fostering strong collaboration between the university and local government units.
The success of the Skills and Advance Program (SAP) underscores the vital role of academic institutions in supporting barangay-level public safety initiatives. By equipping BPSOs with updated knowledge and practical skills, the project not only enhances community resilience but also ensures that grassroots peacekeepers are better prepared to address the challenges of maintaining order and promoting security in their respective barangays.
