The Commission on Higher Education (CHED), through the Region II Office, conducted a comprehensive Monitoring and Evaluation (M&E) activity at the Isabela State University–Roxas Campus (ISU Roxas) to assess the quality, compliance, and effectiveness of its academic offerings. The evaluation was officially carried out by Dr. Jocelyn P. Carag, Education Supervisor II, and Dr. Pilar B. Acorda, Education Supervisor II, who led the systematic review and validation of the campus’s instructional delivery, curriculum implementation, and academic support systems.

This M&E visit forms part of CHED’s mandate to ensure that higher education institutions uphold standards of excellence and remain aligned with national, regional, and global educational priorities. The activity serves as a mechanism for continuous quality assurance, focusing on instructional relevance, institutional accountability, and educational resilience in support of sustainable development.

During the visit, Dr. Carag and Dr. Acorda engaged with the campus director for Academic Affairs, and program chairs of the different deparments, to review curriculum implementation, instructional practices, faculty qualifications, learning resources, and student support mechanisms. The evaluators also examined key documents such as syllabi, course guides, program outcomes, and compliance reports. In addition, they conducted interviews and focus-group discussions to gather insights on the strengths and areas for improvement within the academic programs.

Moreover, the evaluators commended the university for its ongoing efforts to enhance instructional delivery, maintain program relevance, and foster a student-centered learning environment. They acknowledged the faculty’s commitment to upholding academic standards and the administration’s proactive initiatives in strengthening quality assurance processes. Recommendations were also provided to further refine curriculum alignment, improve documentation, and bolster support systems that will contribute to elevated academic performance and program sustainability.

Notably, the M&E initiative highlighted the institution’s contributions to the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education) by promoting inclusive and high-quality instruction; SDG 8 (Decent Work and Economic Growth) through industry-responsive and employability-driven curricula; SDG 9 (Industry, Innovation, and Infrastructure) by advancing research, innovation, and digital transformation; SDG 10 (Reduced Inequalities) by strengthening support for diverse learners; and SDG 17 (Partnerships for the Goals) through active linkages that enrich instruction, research, and community engagement.

ISU Roxas expressed gratitude to CHED for the constructive feedback and guidance. The campus reinforced its commitment to continuous improvement and affirmed its dedication to providing high-quality, accessible, and transformative education to its students. The insights gained from the monitoring and evaluation will help the university craft responsive strategies and innovations aligned with CHED’s national standards and the campus’s vision for academic excellence.

Through this M&E activity, CHED and ISU Roxas strengthened their shared mission of improving higher education delivery—ensuring that programs remain relevant, competitive, and firmly anchored in the development needs of the region and the nation.
