ROXAS, ISABELA – June 25, 2026 — Isabela State University (ISU) Roxas Campus has once again demonstrated its commitment to quality education and excellent public service after successfully completing its Fourth Surveillance Audit for ISO 9001:2015, earning a recommendation for the continued maintenance of its internationally recognized certification.
The surveillance audit was conducted by TÜV NORD Philippines, Inc., represented by Mr. Rey Vincent O. Santos, Lead Auditor, and Ms. Amelita Lilibeth Cruz, Audit Team Member. The audit assessed how effectively the University continues to implement its Quality Management System and maintain high standards in delivering its academic, research, extension, and administrative services.
The activity formally opened at the RMAIS T. Woodward Conference Hall and was attended by university officials, faculty members, staff, and quality assurance personnel. Representing University President Prof. Boyet L. Batang, PhD and Vice President for Academic Affairs Prof. Precila C. Delima, PhD, Dr. Nerissa P. Batoon, University Director for Quality Assurance, conveyed the administration’s support for the audit and reaffirmed the University’s commitment to continuous improvement and quality service.
One of the first activities conducted by the auditors was the interview and evaluation of the University’s Top Management. The auditors reviewed how university leaders guide and support quality initiatives, ensure compliance with standards, and promote continuous improvement throughout the institution.
The audit team also reviewed documents, records, reports, and operational procedures from various offices and academic units. Faculty members, staff, administrators, and process owners participated in interviews to demonstrate how quality standards are implemented in their respective areas of responsibility.
A major part of the audit involved the validation of the results of the campus’ Internal Quality Audit. The auditors examined how the University addressed findings, implemented corrective actions, and improved processes to ensure better services for students and stakeholders.
The success of the surveillance audit was made possible through the efforts of the campus’ 11-members Internal Quality Audit (IQA) Team, composed of faculty and staff members who continuously monitor and improve institutional processes. Their dedication and expertise played a vital role in preparing the campus for the audit and strengthening its culture of quality and accountability.
Beyond reviewing documents and interviewing personnel, the TÜV NORD audit team conducted extensive inspections of facilities and learning environments across the campus. The auditors visited laboratories and instructional facilities used by different academic programs, including Computer Laboratories, Science Laboratories, Agriculture Laboratories, Criminology facilities such as the Firing Range, and other specialized learning areas.
The team also evaluated the facilities of the Provincial Institute of Fisheries (PIF), including its laboratories, instructional resources, and support facilities used for fisheries education, research, and extension activities. These inspections ensured that facilities, equipment, and learning resources remain effective, safe, and supportive of quality education.
A unique feature of ISU Roxas Campus is its operation across three separate sites located in different barangays of Roxas, Isabela. To ensure consistent implementation of quality standards, the auditors conducted evaluations at the Main Site in Rang-ayan, Site I in Purok Pag-asa, Matusalem, and Site II in Centro, Matusalem.
Through document reviews, interviews, and onsite inspections, the audit team verified that quality policies, procedures, and services are consistently implemented across all three locations.
During the closing meeting, the TÜV NORD audit team announced its recommendation for the continued maintenance of ISU Roxas Campus’ ISO 9001:2015 certification, affirming that the University continues to meet international quality management standards.
In his closing remarks, Atty. Romano P. Cammayo, DPA, Campus Administrator, expressed his sincere appreciation to the TÜV NORD audit team, university officials, faculty members, staff, the Internal Quality Audit Team, and all stakeholders whose dedication and cooperation contributed to the successful surveillance audit. He emphasized that the achievement is a testament to the collective commitment of the ISU Roxas community to uphold the highest standards of quality and service.
Receiving a recommendation for ISO 9001:2015 Certificate Maintenance with Zero Non-Conformities is more than an institutional accomplishment—it reflects the University’s unwavering dedication to providing quality education, responsive public service, and effective governance. The achievement further strengthens ISU Roxas Campus’ pursuit of institutional excellence as it advances its Smart-Green University agenda, supports initiatives aligned with the United Nations Sustainable Development Goals (SDGs), and promotes innovation that contributes to the University’s recognition in international platforms such as the World University Rankings for Innovation (WURI).
