Roxas, Isabela – March 10, 2025 – In a powerful display of solidarity and commitment to gender equality, the Isabela State University Roxas Campus, led by Campus Administrator Dr. Rosalyn L. Bautista, joined forces with Local Government Units of Roxas, Isabela, headed by Municipal Mayor Dr. Jonathan C. Calderon, law enforcement agencies, non-government organizations, and various community advocates for a significant gender and development advocacy event. This initiative coincided with the 2025 National Women’s Month, themed “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas,”.

The event kicked off at 5:30 AM with a vibrant advocacy walk through the central area of Roxas, where participants donned purple shirts to promote Gender and Development (GAD) awareness. Energized by a Zumba dance led by the Kapagayan Dance Troupe, attendees were treated to a heartwarming song performance from the Bureau of Jail Management and Penology personnel and from Mr. Alvin Dulig of the Institute of Information and Communication Technology, showcasing the importance of cultural expression in community engagement. Ms. Wendy Martin, the alternate GAD focal person, welcomed attendees and acknowledged the significant contributions of women in the community, reinforcing the message of empowerment and the need for quality education (SDG 4) to uplift women and girls.

Municipal Mayor Dr. Jonathan C. Calderon delivered a poignant message about the establishment of the LINGAP Center in Roxas, which offers shelters and services for women and children who have experienced violence. He highlighted the growing concern of financial abuse, particularly in light of a 36 billion pesos budget cut to the Department of Education, which he described as a form of violence against the development of youth and their access to quality education.

Dr. Rosalyn L. Bautista spoke about optimism and hope, symbolizing the upliftment of women’s lives and the importance of inclusivity in society (SDG 5). She reiterated ISUR’s commitment to support the local government in achieving its goals for the community, emphasizing the need for partnerships (SDG 17) to foster a more equitable environment.

 

Hon. Catherine Joy L. Legaspi, President of the Provincial Sangguniang Kabataan Federation, emphasized the strength of women in overcoming adversity and their crucial role in community progress. She called on the youth to actively participate in promoting gender equality and protecting the rights of all individuals, thereby addressing inequalities (SDG 10) and fostering a culture of respect and justice (SDG 16).

Ms. Kheiline N. Bayucan, Manager of Xentro Mall, honored the women who have shaped history, acknowledging their invaluable contributions despite facing numerous challenges. She urged the community to build a world where women are empowered and respected in all aspects of life, aligning with the goals of decent work and economic growth (SDG 8).

 

Hon. Winnie A. Domingo, Municipal Councilor and Chair of the Committee on Women and Children and Overseas Filipino Workers, highlighted the vulnerabilities faced by women despite government protections. She noted that women are increasingly visible in various sectors, including education and politics, while also recognizing their foundational role in family and community success. “Babae Tayo, Hindi Basta Babae Lamang,” she declared, reinforcing the message of women’s strength and resilience.

Hon. Concepcion N. Calderon, President of KALIPI, represented by Ms. Lilibeth C. Gusto, Principal of Marcos Elementary School and the Vice President of KALIPI, focused on the KALIPI assistance program, which provides livelihood support to women, empowering them to step out from the shadows and take charge of their lives, thus promoting economic growth and reducing inequalities.

Atty. Cheryl P. Malana-Canapi, Head of the Roxas District Public Attorney’s Office, led a commitment pledge for GAD advocates and offered prayers for women around the world. The event concluded with NSTP students participating in a flower-giving ceremony to honor the women who attended, celebrating their strength and contributions to society.

The GAD celebration of ISUR along with partner institutions served as a powerful reminder of the collective effort needed to promote gender equality and empower women in all sectors of society, while also reinforcing the interconnectedness of the Sustainable Development Goals. Together, we can create a future where every individual, regardless of gender, has the opportunity to thrive and contribute to a just and equitable world.
